Ruben Narzul
Ruben Narzul is an independent consultant for the European Commission. Specialising in digital transformation and AI applied to the public sector, he co-authored a proposal for a regulation on interoperability (“Interoperable Europe Act”) and is currently working on its implementation.
From 2020 to 2023, Ruben was co-responsible for the European network of ‘CIOs’ (27 DGs of the European DINUMs), as well as for an annual envelope of €25M as part of the DIGITAL programme.
A former rapporteur for the French National Digital Council and then a freelancer for Renaissance Numérique, he has taken a particular interest in the digital transformation of universities (2016) and public action (2017), as well as the issues surrounding digital accessibility (2019), cybersecurity and means of payment (2020). He also provided support for the ‘data and competition’ working group as part of the États généraux des nouvelles régulations numériques (2018-2019), and was seconded to the office of the Secretary of State for Digital Affairs to draw up an action plan for start-ups (2018).
Ruben holds a double master’s degree in political science and European affairs (Institut d’Etudes Politiques de Grenoble / University of Kent at Canterbury).
