“OFF-The-Record Meeting” with Johanna Brousse

Deputy Public Prosecutor, Head of the Cybercrime Unit (Junalco) at the Paris Public Prosecutor's Office

The Renaissance Numérique “OFF-The-Record Meetings” give members of the think tank the opportunity to engage in a privileged dialogue with those involved in shaping and implementing public policies related to the digital transformation of society. Since its launch, this series has welcomed more than 60 key figures involved in French and European digital policy.

On Tuesday 25 February 2025, we had the pleasure of welcoming Johanna Brousse, Deputy Public Prosecutor, Head of the cybercrime unit  at the Paris Public Prosecutor’s Office.

It was a unique opportunity to understand how the coordination of national and international services makes it possible to conduct investigations (for instance those around Mohamed Amra or Pavel Dourov) and to fight more effectively with/against the digital resources mobilised by criminals. It was a fascinating – and somewhat worrying – insight into the fight against crime and its evolution into cybercrime.

At a time when the French so-called “drug trafficking” bill is at the heart of the legislative agenda, questions of organisation (the possibility of creating a National Anti-Organised Crime Prosecutor’s Office), human resources and talent management, as well as technical means (the possibility of setting up backdoors in encrypted messaging systems) and the acculturation of political players, were discussed during this private exchange.
